Job Purpose

The role of the PMO Team withing Arbuthnot Latham Transformation Enablement is to define and maintain processes, controls and governance framework standards for project and change management within the organisation.

The PMO provides specific support to the Transformation & IT functions, monitoring the status of projects, tracking deliverables and milestones and ensuring adherence to the governance framework.

The PMO Manager will play a key role in supporting the management and control of the Bank’s Strategic Transformation Roadmap. This will include supporting the production and maintenance of the aggregate transformation portfolio plan, tracking portfolio intra-dependencies and portfolio level change delivery risks and issues.

The PMO Manager will be responsible for the provision reporting and management insight into the Senior PMO Manager in order to monitor the performance of the transformation portfolio.

The PMO will provide a suite of shared services across the Platform teams to facilitate the excellent execution of change delivery within the Bank.

Job Description

Key Responsibilities: 

Supporting the Senior PMO Manager, the PMO Manager will support Platform teams and the Transformation & IT change community across key PMO activities.

  • Support defining the Bank’s Change Management Framework and approach. Defining, communicating, and continually enhancing change approaches and methodologies (including the provision of a library of best practice documents and templates).
  • Work with the Senior PMO Manager to support Platforms and Business teams to schedule and plan the Transformation Roadmap, identifying and managing key cross-Platform dependencies/synergies.
  • Drive effective project planning across Platform teams. Maintain the overall portfolio plan, clearly tracking the delivery of key milestones and working with Platform change teams to assess the wider impact of any changes to agreed plan (via appropriate change control mechanisms).
  • Work with Platform change teams to help shape project governance at Initiation to ensure projects have adequate controls that are proportionate to the size and complexity of the delivery.
  • Own and drive improvements to the Project Quality Assurance checklist to help support project initiation and stage gate reviews.
  • Prepare insightful monthly reporting packs for key governance forums and other senior management committees and Boards as required.
  • Monitor aggregate resource supply & demand across platforms.
  • Support the tooling approach for project planning, reporting, collaboration and test management/execution. Provide guidance and training where required for the roll-out and usage of tooling.
  • Support the onboarding of new Change & IT resources including providing overview of Change Management to new starters.
  • Work with auditors to complete project and team internal audits, assisting change and project staff with documentation, tracking and closing out audit actions.
  • Engage with Platform teams to support Annual budget planning where appropriate.
  • Undertake resource management activities – demand / supply views.
  • Facilitate the production of MI.
  • Conduct deep-dives into financials, to ensure consistency across financial management approach.
  • Review business cases and support business case processes where appropriate.
  • Work with the Senior PMO Manager to identify portfolio level risks, issues and dependencies and drive corrective action or mitigation strategies and, where appropriate, support the Senior PMO Manager to undertake delivery assurance reviews for in-flight projects.
  • Be a key interface across IT & T and any necessary reporting required.
  • Responsible for managing risks inherent to the role by diligently observing internal policies and procedures.

Person Specification

Knowledge & Experience/Skills:

  • Good understanding of FS industry sectors, specifically Wealth, Private & Commercial Banking.
  • Proven track record in a PMO function the business and how to best implement successful change frameworks.
  • Demonstrated ability to deliver PMO improvements across an organisation within a limited time scale.
  • Good analytical and problem-solving skills with high-level business and commercial awareness.
  • Ability to manage self and task manage others through multiple conflicting priorities, adapting to changing business demands.
  • Good interpersonal & influencing skills.
  • Clear, concise communication (written and verbal).
  • Experience interacting at Management and Senior Management level and influencing management on a day-to-day basis.
  • Previous experience in a similar PMO Manager role.
  • Good financial planning and management skills.
Skills:
  • Change or Project Management qualifications expected.
  • Expert in the use of project management and PMO tools & software.
  • Experience of Agile delivery methodologies and SCRUM.
  • Proficient in the use of MS Office applications (including MS Visio and MS Project).
  • Experience of financial analysis, financial planning/budgeting and cost management.
  • Advanced planning and scheduling skills.
